Temporary Work (International Relations) visa (subclass 403)
International Relations 403 allows individuals to carry out any business or activity in Australia temporarily under certain circumstances.
The visa can be applied for under any of the following sections.
Government Agreement Stream: This section provides for temporary entry to Australia under a bilateral agreement between the Commonwealth or State/Territory government and the government of a foreign country. The applicant must be in or out of Australia at the time the visa is issued and at the time the visa is issued.
Foreign Government Agency Stream: This section allows foreign diplomats to stay in Australia temporarily but the Department of Foreign Affairs and Trade (DFAT) does not have an official status in Australia.
This category also covers persons employed by foreign governments as foreign language teachers in an Australian school.
Domestic Worker Stream: This flow allows people to apply for domestic help for holders of interstate (temporary) visas (subclass 995). The visa applicant must be outside Australia at the time the visa is applied for in the domestic worker stream and at the time the visa is issued.
The Domestic 995 visa holders must
You are recognized as a diplomat or diplomat resident in Australia
He does not live in Australia as a permanent resident
Obtain appropriate assistance from the Department of Foreign Affairs and Trade (DFAT) before an employee applies for a visa
Hire a worker for domestic work only in a private home
Sign an employment contract, drafted following the Australian workplace environment and applicable state and territory legislation
Notify the Department of Foreign Affairs and Trade when a domestic worker leaves Australia on arrival.
Privileges and Immunities Stream: Persons entitled to rights and immunities under the International Organization (Rights and Immunities) Act or the Foreign Missions (Missions (Rights and Immunities) Act 1995 may apply for 403 visa under this section for carrying out any business or activity It is possible Australia The applicant must be in or out of Australia at the time the visa is issued, or at the time the visa is issued.
Seasonal Worker Program Stream: This stream enables people to work as seasonal employees for specific projects in Australia. However, only selected countries are available and the applicant must be invited to join this program by an approved Australian temporary assignment sponsor. The applicant must also be outside Australia at visa residence and at the time of visa issuance.
The sponsors of the seasonal worker program stream must
- Be an employer of an Australian organization or government body lawfully operating in Australia for the approved horticulture, aquaculture, tourism, sugar or cotton industries.
- They know of nothing negative about the organization except that they reasonably ignore the Immigration Service.
- Have a satisfactory record of compliance with Australian law, if you previously sponsored any foreign workers to Australia.
Sponsors who received approval to sponsor Temporary Employment (International Relations) 403 visa applicants under the Seasonal Worker Program stream before 19 November 2016 must by 19 May 2016 or until the appropriate sponsorship period.
Those who applied for sponsor approval before 19 November 2016 and have not yet been approved will be considered under the rules before 19 November 2016 but the sponsorship will be valid until 18 May 2017 only.
From 19 May 2017, temporary activity grants for subclass 403 visa applicants need to be re-approved to obtain the approval of all sponsors.

Eligibility Criteria
To be eligible for this visa, applicants must.

Eligible Family Members to Bring in Australia
The following family members can be included in the visa application
- Spouse (married or personal).
- Dependent children (if the need is met).
However, the applicant may bring family members to Australia when.
- Their contract allows for their family members
- The signatories agree to reside in Australia
- All rules listed in the contract are followed
Health Requirements
Visa applicants and their fellow family members must undergo a medical examination within 12 months of the visa application (on-site or offshore).
Applicants from outside Australia must be medically examined by a member of the Australian medical community.
Character Requirements
The applicant and his/her family members must hold a police license from any state in which they have lived for more than 12 months in the last ten years, after the age of 16 years.
Evidence of Financial Support
Applicants must have proof of financial standing. In addition to this

- Letter from the finance department
- Allowance, accommodation and stipend documents from the sponsor
Health Insurance
The Australian National Health System (Medicare) can cover applicants’ spouses and family members unless their country has a reciprocal health care arrangement with Australia
Debts to the Australian Government
The applicant must be cleared of outstanding Australian Government fees before the visa is granted.
Health and Character Requirements
You must be with the entire family group in the visa application.
- Medical examination within 12 months of applying for this visa to fulfil health requirements
- Police certificates showing any country you have lived in for 12 months or more in the last 10 years

Debts to the Australian Government
You must not owe the Australian Government any outstanding debt before your visa is granted.
